Wait... so they show up on the merchant at guild level 6 and we can't actually purchase or use them until guild level 17?!? WTH?!

Yeah, worse yet they give no message or anything when you buy (or try to) just nothing happens at all. No sound, no indication of anything other then a possible problem I almost bugged it first day.
